MESSAGE FROM THE CHAIR






 This Report to the Community reflects the commitment of caring
 professionals to New York’s elderly and disabled.  It is a privilege
 to work with my fellow Board members and FQC’s excellent staff to

 address the critical needs impacting the long term care sector.

 The activities detailed in this Report underscore the tremendous scope

 that the dedicated FQC staff address everyday.  As we look to a future
 of an ever increasing need for care, the FQC will be focused on
 actions that advance education, research and programming to support
 this growth.


 As a group of dedicated professionals, the Board of Trustees is committed to leadership in
 support of the mission of FQC.  We look forward to continuing existing successful projects and
 seeking new ones to enhance and improve the quality of care in skilled nursing and assisted

 living facilities.
          The Foundation for Quality Care, Inc. (FQC) was established in 2001 as the non-profit

          education and research organization of the New York State Health Facilities Association

          (NYSHFA) and the New York State Center for Assisted Living (NYSCAL). Over
