Emergency Preparedness
The Foundation for Quality Care (FQC) has been a key partner in supporting long-term care and assisted living facilities across New York State in strengthening their emergency preparedness efforts. Since 2007, FQC has received grant funding from the New York State Department of Health to lead and support initiatives that help ensure the safety of residents, staff, and critical infrastructure during emergencies.
Comprehensive Emergency Management Planning (CEMP) Development
In collaboration with the Office of Health Emergency Preparedness (OHEP) and Regional Training Centers (RTCs), FQC provides technical assistance to nursing homes and assisted living facilities for the development and enhancement of their Comprehensive Emergency Management Plans (CEMP). This support includes guidance on both initial and final plan drafts, distribution of relevant planning materials, and active participation in training initiatives.Interoperable Communications (IOC)
FQC plays a vital role in supporting interoperable communication systems by participating in the design and execution of OHEP-led IOC drills. This includes engagement in Medical Countermeasure (MCM) operations during Medical Surge Responses and providing regional support through active participation in quarterly Healthcare Emergency Preparedness Coalition (HEPC) meetings.QUESTIONS? Project Firstline NY
The Foundation for Quality Care (FQC) is proud to continue advancing Project Firstline NY, a grant-funded initiative launched in partnership with the New York State Department of Health (NYSDOH) and the Centers for Disease Control and Prevention (CDC).
Now in its third year, Project Firstline NY equips frontline healthcare workers in New York’s skilled nursing and assisted living communities with free, accessible infection control training. These concise and engaging modules are designed to strengthen everyday practices and better protect against infectious disease threats.
Developed by the CDC, the training ensures that all healthcare workers—from physicians to environmental services staff—understand the why behind infection control protocols, empowering them with the knowledge and confidence to prevent the spread of infection in every care setting.
